      argue that conditional aid is effective but its efficacy depends on recipient countries’ level of democracy because the value of aid to governments depends on the degree to which it helps them maintain power.

      Just because there isn’t any example of where it ever worked we can’t say that it can’t work… because if the developing country strategises fully on how to use the aid given then it can surely pick up. Or we can just say it depends on the condition given too.
