Indiscipined teenage child

How do u deal with a child who can’t stop stealing. Tried all measures to make him understand its wrong but still does not change: physical punishment, having conversations etc.

When you do a background check he insist that its the mom who taught him when he was very small between 4 to 6 years old and he doesn’t understand why he does what he does regardless.

Anywhere he goes he feels like repeating the same… He is a teenager now. Does counseling help? He promises to change but still repeats the same thing, which makes it hard to help him not forgetting this is not ur biological child. Can it be spiritual?
