What is the best way to demand political service delivery?

After the heat of campaigns and elections has cooled down, it is supposed to be time for action. Experience tells us otherwise because immediately afterwards, there’s a war between the winning candidate’s followers and the opposition. What is the best way to unite people, in spite of their political ideology, towards one goal of demanding service delivery?
