At the onset of Covid 19, most African governments rushed into partial closing of the economy. For instance Kenya imposing dusk to dawn curfew , closing schools, bars and restaurants, restricting travelling into and out of cities mostly affected and so on. This has affected the economy so bad prompting governments to think of reopening slowly. How can they do this without triggering a fresh wave of new cases in the continent?
What is the best criteria African governments can use as they think of reopening the economy?

The ideal (which is highly unlikely), would be to secure the country region by region like armies do during war. One a town or location is cleared of the virus, things there can slowly be rolled back to normal with nobody leaving or getting in as they do the same for the next location.
Right now, all I see is tests, news reports, conflicting cumbers… lots of doubt and fear which is so unnecessary but things will get better.
