      Citizen play role in electing bad or good leaders, while on the other hand leaders deliver what they promise the Citizen. We therefore blame both citizens and leaders for poor governance in a country.

      Both are responsible for problems. As individuals, neither leaders nor followers have enough influence to do more than lend or withdraw support for a cause. When a cause is deeply felt, like grief and rage over injustice or violence, leaders and followers may engage in mass emotional behavior. When moral panic or desperation results in overreaction and brand new stupidities and wrongs, every participant is guilty of not independently exercising critical thought.
