To what extent is civic education designed to inform artists, musicians and copyright owners of their intellectual property rights?

There has been much havoc and confusion in the past years.Artists, authors, Musicians, Performers, singers, producers have denied their rights or essentially have been partially granted their rights (Intellectual Property Rights ,IPRs).

Many have taken ignorance is a bliss approach while are others are in the dark on what privileges and entitlements comes with their IPRs.Iota of efforts have been made to educate and make the copyright owners to be aware of the rights accorded to them.

It is noted that the Commercial world has focused more on Patents and Industrial Design leaving copyright as part of IPRs to be abandoned. This is the genesis of my inquiry.
