How can we encourage a value adding culture in our economy?

There is a huge and unexplored market to recycle African resources. It is hard to explore this opportunity when over 80% of everything around you is imported.
Most second/third hand items we buy are imports while our own products (barely used) are mostly replaces or discarded before optimum use.
How can we encourage a value adding culture that will see us use more products amd services than we import?
