At the onset of Covid 19, most African governments rushed into partial closing of the economy. For instance Kenya imposing dusk to dawn curfew , closing schools, bars and restaurants, restricting travelling into and out of cities mostly affected and so on. This has affected the economy so bad prompting governments to think of reopening slowly. How can they do this without triggering a fresh wave of new cases in the continent?

The government should come up with a transition plan, for those youth who are in NYS training they should be absorb in different government ministries as well as interns who have completed internship programmes.
Currently, there is clearly no strategy. Most governments are just waiting it out and hoping to open up when the virus miraculously disappears.
The ideal (which is highly unlikely), would be to secure the country region by region like armies do during war. One a town or location is cleared of the virus, things there can slowly be rolled back to normal with nobody leaving or getting in as they do the same for the next location.
Right now, all I see is tests, news reports, conflicting cumbers… lots of doubt and fear which is so unnecessary but things will get better.
Yeah, online businesses have gained alot of traction here in Kenya. Esp. in the past few months.
The government can absorb jobless graduates into various corporations to help with the manpower and skills needed in various levels. This can boost the economy since the jobless graduates will offer their full time participation at a cheaper cost in the beginning as they gather more skills as compared to hiring and training new employees.
